How do I fix ERR_SSL_PROTOCOL_ERROR

When I try to download WeAreDevs_API or any other thing this pops up

I ran Windows Network Diagnostics and it said nothing wrong, I put it on trusted sites in internet properties in Windows 10 still not working, I have a Xfinity router but someone else already has control of it. I heard about something called "Disable SSL scanning." but IDK where it is. This did not happen before if I find a solution I could make my own exploit with the WeAreDevs_API! See you later until the exploit comes out! (If the problem gets fixed of course.)
