JJSploit wont download past 10% - also concerned about something else

I'm trying to download JJSploit V4, but it won't go past 10%. Do I just restart the download, or just keep waiting?

I'm also concerned about why I had to disable windows defender to download the setup for JJSploit V4. I'm pretty sure this didn't happen last time. (It told me to redownload JJSploit V4 when I opened it)

and go thru everything BUT
