I am Getting ( System.IO.FileNotFoundException: 'Could not load file or assembly 'WeAreDevs_API, Version=1.0.0.0, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The system cannot find the file specified.' ) HOW DO I FIX?

Because the address to the dll is wrong because you are delete the dll or something else
