Proxo Installer Error: 12029

whenever i run the proxo bootstrapper an application will open called "proxo v2.8.7f" and when i click the next button a loading bar will pop up as always, but about 1 min later it comes up with a message below the loading bar saying Failure:Error: 12029

this has been going on for 2 days straight now and i have tried everything, i have reinstalled, disabled my antiviruses, restarted my computer, turned off my VPN's, i have tried literally everything. and that message still pops up, please help me on this, its really starting to piss me off
