When I Download Proxo and Any Other Program, It Won't Execute In RAR File

So I can download the RAR files of Proxo and all. I've sent them to my desktop and I open the RAR file. I can see the files, SkisploitProxoModule.dll, Proxo Bootstrapper.exe, and MetroFreamwork.dll. I try to click on Proxo Bootstapper.exe to start up the process, but it quickly stops and a new RAR tab is opened and it says, "! Cannot execute "C:\Users\Rocco\AppData\Local\Temp\Rar$EXa17388.36199\Proxo Bootstrapper.exe." I've tried redownloading it, turning off and on my firewall on each opening, and I've also downloaded a RAR file repairer. None of these have worked for me yet and I've been spending almost a day trying to figure this out. If anyone has help regarding this, or any tips, it is all very appreciated. Thank you for reading!
