why i cant download the WRD.dll files

when i try to download the WRD.dll files i keep getting the message "this file does not have an app associated with it for preforming this action. please install an app or, if one is already installed, create an association in the default apps settings page" i dont know what app it wants me to download so i am just confused on so many levels
