Missing dll even though it's there

I also reinstalled it 2 times and deleted usb security disc

what anti virus do you have 

I couldnt access the firewall, but i took it down 3 months ago, and i deleted usb security disc

Should i reinstall it? 

double-check if the firewall/anti virus got enabled

after your sure its disabled then re-download 

I disabled it, but when i re-download it, there's No resources folder

That means anti virus or somthing is deleting it
