Whenever I watch youtubers like citizen or typicalmodders they have their exploits and use them to where other people can see them, however when I use exploits no one else can see them and I just look weird when I ask them If they can see what im holding. Anyone know if this is a bug or just specific to me?

I'm not sure, and that's the same question I have. I Believe the YouTubers are paying or being paid from the creators of the game to exploit. So, the creator places a ServerSide in which the YouTuber can only access and disabling Filter Enabled, and after claiming they are done, the owner removes the serverside and enables filtering. It's just what I think, don't judge.

Yes that makes sense because it would attract more people to the game, but people would think its a buggy exploit game so they might as well not play it and just let the exploiter be, which is why i think your theory is flawed. However, if this is the case then wouldn't the creators of the game be eligible for bans? Its basically paying people to exploit.
