Which one is the best?
Personally, i think Kubuntu is better because it has a stable KDE.

All personal preference, there's nothing much to debate in this case, there's not that much difference between the two. The only difference that's big enough to even notice is the fact that Kubuntu's Plasma is on a 2 year LTS cycle while KDE Neon's is on a rolling cycle. Don't see much of an advantage on either, but personally I'd just go with KDE Neon.
