Check your task manager. If theres a malicious task, shut it down. Also check the startup thing too. You should see the rat (virus), disable it. If you couldn't see it, then reset your computer.

1. there is no task

2. the rat doesn't do anything else but change all the settings to pictures of rats

Then its not a rat, its just a virus that changes your photos and settings to rat images. Don't worry about it.
