so ik websites can do this stuff like these:

oceanwave.xyz

titaniumnetwork.org

holyubofficial.net

beachball.xyz

incog.dev

but can someone make a simple exe or even bat file where you can past a link, then press convert and it gives you a link with a proxy on it.

also if you have anymore custom proxy bypassers like the ones ^

I'm not sure a .bat file that can do that exists.

You can easily join their Discord server (https://discord.gg/hcUUceSCtj) and run %proxy in #bot-commands to get a new unblocked proxy.
