Add a requirement to post in the exploiting category

I don't know about others, but personally I am getting pretty annoyed with the amount of cringy and bad exploits being posted in the exploiting category by new users who have just started development.

Not to mention a majority of users who do this leave right after posting their exploit, so it's just piling up useless threads of cringy and bad exploits.

An easy solution could be to set a limit on the exploiting category, for instance you need 10 posts and 1 thread to post in the exploiting category. V3RM does something like this and it works really good to prevent those type of threads.

I'm suggesting this to be implemented, not only is it a good way to prevent against bots but also to prevent useless threads being created.
