Can't download ANYTHING

I've disabled everything I can, all my firewall ports are moved or whatever they're called, all my windows firewall stuff is disabled/deleted, and so is all my chrome stuff, but either chrome or my computer DELETES EVERYTHING I DOWNLOAD, CALLING IT A VIRUS. even after EVERYTHING IS DISABLED. what am I DOING WRONG?

make sure safe browsing is disabled in chrome

also make sure windows defender is disabled

and what anti virus do you have
