If a guy is so good, where everyone (a certain amout of people) votes him to get a reputation point, he gets on, this could be for all the users without patron, who strongly approves/disapproves of a user.

Rep will never be publicly available. It will only be available to a limited group like patrons. Otherwise it is open to botting. The hope with patrons is they care enough about their money/account to not abuse and get banned.
