Ok, if a user with premium gets a certain amount of dislikes, they can no longer -rep or +rep people

That's a justifiable reason to negative rep someone. The reputation system is purely opinionated. Though opinionated negative reps should be with good reason. Disliking someone just because they don't lift would be a bit unfair.
