It's been a week and it still cant attach

At this point it's not even my problem, it's everyones. I've tried everything and it's clearly not finding a new dll update. Please fix this, it's getting stupid at this point

for what? jjsploit? its prob ur firewall blocking the update. and if u cant get it working just use a different exploit.

Do you mean VC++ redistributable? The entire VS isn't needed. Also, it is the system loader that loads the dlls, not "microsoft Visual". The VC++ package is needed for VC++ runtime libraries, which, if missing, won't allow the application to run properly.

Forcing users to download a huge IDE (which can occupy up to 60 GB, depending on the selected features. The more the better?) that was used to develop the application would be wrong on so many levels. The redistributable packages were made for a reason - the end user can download a small file that covers all the required libraries.
If it's not finding a new dll update then I'd guess something is wrong with the app itself.
