how to open .rar files?

I downloaded a new exploit and instead of it asking me to run the download, it takes me to the download in the old internet explorer. When I open the file it doesn't bring anything up. I could be dumb but any help would be appreciated.

Although the no-brainer answer is to be RarLab's WINRAR, I'd disagree that it's the best choice. WinRAR as a product is proprietary and closed source and only handed out as freeware as a 'free trial'.
The RAR algorithm is proprietary and copyrighted, using it instead of better formats which are also open formats such as the ZIP standard or the TAR standard.
But, if you have no choice, your only closest option is unrar, which is open-source but proprietary. Since RAR is a proprietary and closed standard, do not expect proper free software to exist, as the entire algorithm of RAR is proprietary.
