so, what if a "skid" an open source ui and DONT claim its mine but still change some things, would i be called a skid?

You would still be called a skid even if you changed some things. As long as you still have some code from the skidded UI you would be called a skid. ¯\_(ツ)_/¯

These replies are useless, I'll feed you info. If you find an open source and claim it as yours when it isn't and made by another talented creator and you claim it as your own and give no credit and give yourself all the credit you will be classed as a skid, if its changing some stuff but still claiming it all as your own then your skidding but if you do include the creator and give credit to that creator you mostly likely wont be classed as one depending on how you support that creator and its source.

Short summary: Crediting yourself on stolen code = skid. Stealing code, but, crediting the original owner of the code = no skid.

modifying a ui and calling it yours does mean it's your ui.
