this is the mouse im rn using, 15 bucks without taxes
picked it up for 5 cuz i had a 10 dollar coupon
the software that it comes with is a little clunky but works just fine
had studdering issue tho first time i plugged it in, but after a quick reboot it was fixed

I'm not sure whether you're able to get actual gaming mice for 15 dollars, and why you would need a 15 dollar one.
I've owned an Aula Ghost Shark mouse for ~4-5 years, which costed me around 15 euros and it was a wonderful mouse, but checking the prices reveals that it's mostly inflated now and sitting around 20-30 dollars online. Funtime's recommendation seems pretty solid, as all you really need from a gaming mouse is DPI shift buttons and for it to have a good polling rate, and that one delivers those in a basic package. I assume that software is also included as he stated, so you could even get the lighting to work in your favor.
