Just use the same console code in a winforms application. Winforms has a loading bar control which you can use as well. Please don't expect anyone to spoonfeed you.

i'dreccomend doing console but if you want to do a UI bootstrapper you can do WPF or Forms

Same code same format, instead of console.wrtieline u can do progress bar, text from a text box etc. Quite sad if u cant make a bootstrapper

Same as you would on an console

Code for you to get started: 

WebClient wc = new WebClient();
wc.DownloadFile("url", "filename")
