Image resizing software/website?

Does anybody have software/a website that can resize an image to 32x32px without losing that much quality? It's probably possible but not too easy to find :/

There are some image enchancers but if your image is really small, even whatever crazy software they have can't fix it.

I can do it for you with photoshop as they have something for that exact thing, send image i do it
