Probably not the best name but you get the idea

Every time something changes in the Change Log, a user who is subscribed gets a DM from the bot listing the new changes so I can stop spam reloading the change log every time 2JJ1 is online to see if there's any new features

Also please move changelogs back to wearedevs.net
