It can be a way, in which, a user can actually use another user's exploit, when they're finished. They could have done amazing things to make the exploit great, and another user sees that user's exploit video, and they want it, so then if you have the "exploit adder" thing, that user could make it public, allowing people to easily use their exploit, and also allow them to update their exploit when they make the update to the EXE file.

Very true, it can be a very risky thing, a kid can just put a cookielogger in a .exe and name it something and clickbait, hundreds of people will be cookielogged, this is why precautions are set.
