Go to your profile : https://wearedevs.net/Accounts/users.php
Hover over your current profile picture -> Click "Update Profile Picture"

You will then need to find a hosted picture link online. Note that the image link must start with https://, not http://. It must start with https:// by default; adding it yourself often will not work. 

What you can do is Google search an image -> right click your desired image -> copy image link -> paste into the profile image update box.

when i hover my mouse over the profile picture nothing will happen

Appearantly tried some ideas of how to do it. Only one worked for me. Basically, go to another person's account. If you hover over and see update profile picture, click it. Go to google or whatever to download your picture. Now you should go tohttps://postimages.org/ When you get there, click choose image and find the folder or place you put the image. Once done, you should see direct link, copy that and paste it on the update profile picture thing. VOILA! You're done :D (ignore my picture now)
