add a free neutral rep option for poor people like me or for people who just wanna comment and have anonimity be an optional option i guess

Just by reading free reputation I immediately think of the misuse of it, more work for the mods.

I agree with nick, should be given to a user that has atleast a certain amount of minimum rep. I think the noticed badge gives u the ability to +1 rep a person. Well, it allowed me before I bought premium and now gives allows me to +2.
